Copilot at $21 a User: Breaking Down Microsoft's New Business SKU
TL;DR
- Microsoft 365 Copilot Business is a new SKU for organizations under 300 users, with the same features as the $30 Copilot plan at $21 per user per month.
- The SKU is available December 1, 2025 for Direct and CSP, and attaches to Business Basic, Standard, and Premium plans.
- Launch promos run December 1, 2025 through March 31, 2026: 15% off standalone Copilot Business and up to 35% off the new bundles.
- All Copilot Business offers require an annual commitment; monthly-to-monthly billing is not available, and monthly billing carries a 5% uplift.
- Customers on the $30 Copilot SKU cannot switch mid-term; they must finish the current annual commitment first.
Microsoft has finally put a price on SMB Copilot adoption: $21 per user per month, with launch promos that push it as low as $18. The new Microsoft 365 Copilot Business SKU, announced in November 2025, gives organizations under 300 seats the full Copilot feature set without the $30 enterprise price tag.
For MSPs and CSP partners, the details matter more than the headline. Here is what the SKU includes, how the bundles and promos are structured, and the commitments hiding in the fine print.
What exactly is Microsoft 365 Copilot Business?

Copilot Business is a new SKU specifically for SMB (fewer than 300 users) that bolts onto the Business plans: Basic, Standard, and Premium.
The key facts:
- It has the same features as the regular $30/user/month Copilot plan
- It is available starting December 1, 2025 for Direct business and CSP
- Microsoft is also introducing new bundles that combine a base Business plan with the Copilot SKU

As the comparison shows, the feature list matches the existing SKU line for line. This is a price move, not a feature-cut move.
How are the new bundles structured?

Microsoft is offering bundles that combine the base SKU with the new Copilot SKU, available in variants with or without Teams (without Teams is cheaper).
The launch promos, in numbers
Microsoft is running promotions on both the standalone product and the bundles from December 1, 2025 through March 31, 2026.

- 25% off the Microsoft 365 Business Premium + Copilot Business bundle
The promo prices:
- Copilot Business: $18/user/month (ERP $21)
- Business Standard + Copilot Business: $22/user/month (ERP $33.50)
- Business Premium + Copilot Business: $32/user/month (ERP $43)
Eligibility:
- New or existing customers transacting via CSP
- Must meet base SKU prerequisites
- Seat limits: 1 to 300 seats for standalone Copilot Business, 10 to 300 seats for bundles
Terms:
- Valid December 1, 2025 through March 31, 2026
- Annual commitment required (A/A or A/M billing)
- Monthly billing available with a 5% uplift

Microsoft is positioning an upgrade path where, with the bundle promo, a customer is effectively adding only about $10/user/month for the first year to get Copilot on top of their existing plan.

Will a lower price actually move SMB adoption?
We think this is a step in the right direction for driving Copilot adoption in SMB, but price alone is not going to cut it. Copilot's current capabilities continue to disappoint on several fronts, and post-implementation adoption tends to be low because the product is not very proactive in how it engages users. Cutting the license cost does not fix a tool people forget to open.
That said, the timing is real: the promo window combined with upcoming NCE renewals makes this an enticing moment to pitch Copilot Business to customers who have already expressed interest in Copilot or AI tooling in general. Just go in with adoption expectations set honestly, as of November 2025.
Frequently asked questions
Can a customer on the $30 Microsoft 365 Copilot switch to Copilot Business?
Not mid-term. They must fulfill the current annual commitment, but they can purchase additional Copilot Business licenses at any time alongside it.
Are the new bundles eligible for CSP incentives?
Yes. Bundles qualify for both CSP margins and incentives.
What billing options do the bundles support?
The same as standalone Copilot Business: Annual Commitment with Annual Billing (A/A) or Annual Commitment with Monthly Billing (A/M). Monthly/Monthly (M/M) is not available.
What are the seat limits for the promos?
Copilot Business standalone: 1 to 300 seats. Bundles: 10 to 300 seats. Customers must be new or existing CSP customers and meet the base SKU prerequisites.
